SAFTU WELCOMES THE PUBLICATION OF PROCLAMATION 136 OF 2023, GIVING SIU MORE POWERS AND SCOPE TO INVESTIGATE THE GDOH AND TEMBISA HOSPITAL CORRUPTION

The South African Federation of Trade Unions (SAFTU) welcomes the eventual publication of proclamation 136 of 2023, that gives the Special Investigating Unit (SIU) more powers and scope to investigate corruption and looting in the Gauteng Department of Health in general and relating to Tembisa Tertiary Hospital.

In mid-August 2023, SAFTU welcomed the announcement of this proclamation. In welcoming it before publication, we had hoped that it give “SIU the powers to trace the bank accounts where these monies ended.” This was informed by our interest, which we explained at the time as being: to know the destination where each and every cent and Rand looted out of Tembisa Hospital and GDOH ended.

Terms C and D of the proclamation, which reads:

To investigate

(c) unlawful appropriation or expenditure of public money or property;

(d) unlawful, irregular or unapproved acquisitive act, transaction, measure or practice having a bearing upon State property

gives us hope that such particular scope will be covered and enable the state to trace each and every cent and Rand.
